Partial Transcript: Today is July 19, 2021. This is Randolph Adams who served as a Peace Corps Volunteer in the Dominican Republic from 1966 to 1969. And I am interviewing Kim Herman. Kim was a Peace Corps Volunteer in the Dominican Republic from October 1967 to October 1969. He served in the rural community development sector.

Segment Synopsis: Growing up by Spokane, Washington, Kim Herman gained carpentry experience from assisting his father. In college, Herman took Spanish for two years. Herman was inspired to join the Peace Corps by seeing an ad on television while in the ninth grade. In college at Washington State University, Herman talked with a Peace Corps recruiter, applied, and was accepted. Herman majored in political science with a focus on Latin America and minored in secondary education with the expectation of becoming a teacher. On his Peace Corps application, Herman requested a placement in Latin America. Herman discusses getting medical clearance from Peace Corps and an exception from his military draft board.

Partial Transcript: What was your post and, and how did you get to it?

Segment Synopsis: A Peace Corps staff member took Herman to meet his supervisor with the Office of Community Development in Higuey, a town where there were about 6 or 7 other Volunteers, most of whom were working as teachers. Herman's supervisor found housing for him near Higuey, but after about a month, Herman was moved to the town of San Rafael del Yuma, population 1,500, to replace a native worker.

Segment Synopsis: For about the first 3 weeks, Herman was just provided with a bed in a spare office but was eventually moved into a house. Herman describes the house. Arrangements were made for Herman to take his meals at a local establishment which housed single men. Herman hired a woman to carry water to the house. The community had electricity most of the time.

Partial Transcript: Uh, can you describe your typical day, if there is such a thing?

Segment Synopsis: After getting up and having breakfast, Herman would ride his motorcycle to one or two of the project sites and try to organize volunteer work groups to help with the school or road construction, etc. As the projects advanced, Herman needed to oversee the delivery of construction materials, some of which came from Higuey. Herman would return to San Rafael del Yuma for dinner and sometimes for lunch.

Segment Synopsis: Herman's greatest challenge was overcoming his initial discomfort at his work site caused by his poor fluency in Spanish. However, Herman feels that he was lucky in that his community at San Rafael del Yuma was so welcoming to him. Herman's hard work earned him the approval of his supervisor. Herman enjoyed his work and local community.

Segment Synopsis: In order to be effective at work, Herman learned that he needed to develop trust among the local people by spending time with them and convincing them that their contribution of labor to the project, such school and road construction, would benefit them in the long run. This could involve going door-to-door and meeting the people. Herman also learned to respect the local customs, which included giving up his idea of punctuality.

Partial Transcript: My only re--my other regret about Peace Corps that didn't come along until later, was the fact that I didn't extend for a period.

Segment Synopsis: About a month before the end of Herman's service, a storm damaged a road project which he had been involved with. Shortly after Herman returned home, his supervisor was transferred. Accordingly, the road repairs were never completed. So, Herman regrets that he did not extend his service and see that the repairs were done.

Segment Synopsis: After an absence of 9 years, Herman returned to the area of his work site. Herman enjoyed the reunion with his friends there and continues to return every 4 to 5 years. Herman has attended numerous reunions of Volunteers from the Dominican Republic. Herman has been president of Friends of the Dominican Republic, which has worked with non-governmental organizations and Volunteers to fund over 150 projects in the Dominican Republic.
